How often should i water my cactus?

it is quite small, about 20 cm high, i keep it on my window sill in the sun but i think im under-watering it as it often goes a dull greeny/brown Colour. Also the leaves nearest the bottom are completely shrivelled and crispy, is this supposed to happen/should i take them off. I just need some general cactus care tips :)
