Anybody has any legal suggestions on how to deal with noisy kids next door?

The 5 and 3 year old scream continually. I don't have problems with kids that play nicely, but these just bicker or scream in high-pitched voices or fight with one another. Obviously involving the council or police is not going to work. ("because they are only being children") Other neighbours next to us have also small children of similar age, but are well behaved and I never hear them. I don't want to confront the neighbours because I anticipate the same answer as one would get from the council or police. To them, they are their precious little darlings. We live in detached house so I can't really do "leave stereo on loudly". I was thinking maybe if I can get a battery powered continously noise producing very loud alarm clock. Is there even such a thing?
