Hi, we are Indians living abroad. Is it common to execute a Will at the Indian Consulate?

Suppose, we do not register the Will and get it signed from two witnesses, will it be valid in India. This covers property in India and abroad. In such a case when Will is not registered, would a NOC still be required from other legal heirs.
