Does the landlord set the temp?

I rent a room in an owner occupied stand alone house, with 3 others. Since the summer started, the landlord set the thermastat to 60 without consultation of the other in the house and placed the termastat control panel in a locked box. The lease says we all split the cost of the utilities, landlord included, but memtion nothing about the setting. Should this be a vote by all of us or does the owner that controll? I'm in maryland if that makes any difference.
